Hiring of ESM as Contractual Instructor Staff as per Expansion Plan of NCC

General

1. Ministry of Defence, Govt of India has sanctioned the expansion of NCC vide their Government Sanction Letter No. 8/20/2024-D (GS-VI) dated 01 Jul 2024.
2. In order to implement the expansion plan, NCC Directorate Bihar & Jharkhand is hiring Ex Servicemen (ESM NCO) Havs (Substantive) as Instructor Staff on contractual basis in the states of Bihar & Jharkhand.

Requirement of Hiring

ESM NCO will be hired for five NCC units spread across the State of Bihar as under:

Hiring Procedure

1. Application Submission: Interested candidates will be required to fill their applications online on the link provided on the website https://nccdtebj.in. The format of the application form is attached as Annexure 1. The application will be submitted by the candidate in individual capacity. Supporting documents will have to be scanned in pdf format as a single document and photographs saved as pdf (with total size of all documents not exceeding 5 MB)# will be uploaded along with the Application Form. After successfully filling the application, the applicant is required to take a print out of the online application which is to be taken along for the interview once called along with original certificates for verification. Filling of Application Form only will not be a reason to call for interview. Those shortlisted only will be called for interview. 2. Screening: The applications will be screened by a Board of Officers at NCC Dte B & J, Patna. This will be done to ascertain candidate meeting minimum eligibility criteria including educational qualification, age limits and relevant experience. The candidates will submit Medical Fitness Certificates issued at the time of release from the Army. In addition, a medical fitness certificate (issued by the OIC ECHS/ Civil Surgeon) stating present fitness state will also be submitted. The documents provided by the candidate will be validated by the Board of Officers and thereafter, the list of final candidates will be prepared for interview. The final list of candidates will be shared to the shortlisted candidates through e-mail.
3. Interview: Shortlisted candidates will be called for interview on the specific dates and locations as given by NCC Dte B&J, Patna subsequently to evaluate the suitability of the candidates for the allotted vacancies.
4. Documents Verification: Candidates who successfully clear the interview stage will undergo detailed document verification to confirm qualification, age and experience. Besides docu mentioned at Para 5(c), applicants will be required to submit a police verification on the date of interview.
5. Selection: After completing all the stages of the recruitment process the Board of Officers will select the most suitable candidates for the specified position and location including as per Para 3 above plus additional five reserves for Patna, ten for Bhagalpur, and two reserves each for Sasaram and Motihari.
6. Contract Agreement: Selected candidates will receive appointment letter by signing the contract with the State Directorates specifying the terms and conditions of their contract including salary, duration, location, responsibilities, date of commencement of their service and other entitlement aspects.
7. Induction: After the contract agreement is signed, the selected candidates will join their respective posts at designated location on specified dates.
8. Probation: The ESM shall be on a probation period for Three months from the Date of Joining/ Reporting on Duty. During probation stage, should the individual be found unfit physically or medically, lacking discipline or not meeting standards to impart trg to cadets, the employment of the individual may be terminated. Also, case of falsifying data/ documents found at any stage of employment will render the employment liable for termination.

  • (ii) Self attested copy of Aadhaar Card.
  • (iii) Attested Copy of Permanent & Present address proof.
  • (iv) Copy of Pension Payment Order (PPO).
  • (v) Copy of Character Certificate issued by the last army unit/org at the time of retirement.
  • (vi) Certificate of Army and Civil Courses Done (if applicable).
  • (vii) Copy of Medical Fitness Certificate issued at the time of release.
  • (viii) Copy of Present Med fitness by OIC ECHS/ Civil Surgeon.
  • (ix) Form 11 of EPF Act 1952 (Given in Annexure 2).
  • (x) Insurance Declaration (Given in Annexure 3).
  • (xi) Pt II orders of Honours & Awards/ Special Achievement (if applicable).
  • (xii) Latest passport size photo attached (size not greater than 50 kb).

Terms & Conditions for Hiring

Eligibility

• Retired in the rank of Havildar
• All Arms & Services of Army eligible
• Preference to those with instructional or Cat A/B training center experience or "I" grading

Preferred Courses

Preference to candidates with any of these courses:

• Platoon/Section Commander, Ghatak, Drill, WT, Mortar, MMG, AT, Signal, LDCT/LGSC, ATGM, Sniper, ADP, D&M, QM, EDP etc.

Service Rendered

• MACP Hav from Naik not eligible
• MACP Nb Sub from Hav will be considered as Hav

Gap in Service

Must not exceed 2 years from retirement date to advertisement date.

Discipline

• Max one Red Ink entry; none in last 5 years
• No past disciplinary or financial misconduct
• Exemplary character at discharge

Ineligibility Conditions

• Administrative/Misconduct/Moral turpitude discharge
• Declared inefficient/surplus/unsuitable for further military service
• Any civil conviction after discharge

Medical Category

• SHAPE-1 required at discharge
• Certificate by ECHS/Civil Surgeon required at hiring
• Not eligible: Alcohol-related or Psychiatric cases

Terms & Conditions of Employment

• Initial Contract: 2 years + 11 months extension based on performance
• Age Limit: Max 54 years
• Probation: 3 months, with possible termination on unsuitability
• Termination: With 3-month notice by either side
• Discipline: Termination possible on misconduct

Pay and Benefits

• Fixed pay: ₹35,000/month
• 3% annual increment
• EPF: Not applicable (Form 11 required)
• Insurance: Extended AGIF subscription declaration required
• Medical: As entitled to ESM
• Pension: Not applicable
• Uniform: Self-provided and maintained
• Accommodation: Self-arranged

Leave

• 1.5 earned leave per month
• Max 6 months (9 days at a stretch)
• No compensatory leave for NCC activities on holidays

Posting Management

• 3 choices of location to be provided
• Location assigned based on merit and vacancy

Training

Newly enrolled ESM will undergo 14–21 days training under NCC Dte B & J, Patna.
